SAMHSA Accepting Applications for STOP Act Grants
The Substance Abuse and Mental Health Services Administration (SAMHSA) is accepting applications for up to a four year total of $15.6 million to fund Sober Truth on Preventing Underage Drinking (STOP) Act grants aimed at preventing alcohol use among underage youth in communities across the nation.
The STOP Act program was created to strengthen collaboration among communities, the Federal Government, state, local and tribal governments in order to enhance effective efforts for reducing alcohol use among youth. This mission includes disseminating timely information to communities about state-of-the-art practices and initiatives that have proven to be effective in preventing and reducing alcohol use among youth. The STOP Act program enhances, not supplants, effective local community initiatives for preventing and reducing alcohol use among youth.
SAMHSA anticipates providing funding up to $50,000 annually in individual grants for up to 78 grantees for up to a four year period. Actual amounts may vary, depending on the availability of funds. SAMHSA is a public health agency within the Department of Health and Human Services. Its mission is to reduce the impact of substance abuse and mental illness on America’s communities.
Who is Eligible
The application must be submitted by domestic public and private non- profit entities that are current or former Drug Free Communities Support Program (DFC) grantees and who have not previously received a STOP Act award. Based on 2008-2009 NSDUH data, the organization must also be located in a State in the top quartile of either Alcohol Use in Past Month among Persons Aged 12 to 20 or Binge Alcohol Use in Past Month among Persons Aged 12 to 20. Specific DFC Territories and Tribes are also eligible. [See Section III-1 of the RFA for complete eligibility information.]

Nuance Healthcare Announces the 2012
Mobile Clinician Voice Challenge
Nuance Communications, Inc. announced the 2012 Mobile Clinician Voice Challenge. As part of this month-long event running through February 3rd, Nuance is calling all healthcare developers to voice-enable mobile or web-based healthcare apps. Looking to identify the most innovative uses of voice recognition for the mobile clinician, Nuance is offering more than $25,000 worth of prizes to developers who demonstrate how voice-driven interactions with a mobile healthcare application can enhance clinicians' experience, improve mobile workflow and lead to better patient care.
"The 2012 Mobile Clinician Voice Challenge is all about innovation. This challenge is open to all developers, healthcare ISVs (Independent Software Vendors), as well as internal development teams at provider and payer organizations who live in the United States. Challenge entries will be judged by the following judging panel on a variety of criteria including Innovation, Functional Implementation, Workflow and Patient Care Benefits, and Visual Appeal:

FY2012 Omnibus Appropriations Act Allows for Expansion of
Community Health Centers to Meet Pressing
Need Around the Country
The FY2012 Omnibus Appropriations Act released last night funds the Health Centers program at a total programmatic level of $2.78 billion. This legislation, were it to become law, provides funding to maintain current levels of federal grant support and all existing operations at Health Centers, and will also extend access to care to nearly 1.5 million additional people in need of care. An estimated 60 million Americans -- many of whom have health insurance -- do not have access to primary medical care because of a shortage of providers in their communities.
Importantly, this legislation allows the full Community Health Center Fund increase to be used to support expansion of the Health Centers program, consistent with the original intent of the Fund. This legislation would allow HHS to fund applications from among the more than 1,800 pending at the Department of Health and Human Services (HHS) for new and expanded health centers.
"At a time when health centers are seeing ever increasing demand for their services in rural and urban communities across the country, we are grateful that Congress has responded with this bipartisan bill which begins to address that need," said Tom Van Coverden, President and CEO of the National Association of Community Health Centers. “Health centers stand ready to serve even more patients who need access to their care and appreciate the bipartisan efforts of the House and Senate Appropriations Committees and in particular the Labor-HHS Subcommittee leaders for their efforts to support health centers in this legislation.” This year, bipartisan Health Centers program funding letters were led by Senators Debbie Stabenow (MI) and John Boozman (AR) and by Representatives Gus Bilirakis (FL) and Frank Pallone (NJ).

Senior Action Council Urges Cuomo to Re-invest
Medicare Savings into Senior Programs
New York State should re-invest millions of dollars it is saving from the federal Medicare Part D drug program into senior programs that enable older persons to remain living independently in their communities and save Medicaid funds, according to the New York StateWide Senior Action Council, an Albany based advocacy organization for older persons.
"We really have to do everything we can to re-invest in the home and community based services which really are "Medicaid prevention" services," noted Maria Alvarez, Executive Director of StateWide. "And, we have the money with tens of millions of dollars the state is saving in the EPIC program. We know these services like home delivered meals, transportation,caregiver support and in home non-medical assistance work and they should be a priority if we are serious about Medicaid reform," Ms. Alvarez, added
"Right now, lower and middle income older New Yorkers are facing serious stresses because of cutbacks in the EPIC program and HEAP (Home Energy Assistance Program) . These are vital income security programs for older persons which also help them to remain living independently and funding should be increased for them ," stated Ms. Alvarez. " In addition it is unfortunate that many county governments are limiting their contributions to senior services because these programs are not mandated, she added."
Ms. Alvarez said StateWide would mobilize its members and others for this "re-investment" agenda in the new session of the Legislature and looks forward to working with Governor Cuomo and Senate Aging Chair David Valesky and new Assembly Aging Chair Joan Millman.

Justice and Mental Health Collaboration Training and
Technical Assistance Program Grant
The U.S. Department of Justice (DOJ), Office of Justice Programs' (OJP) Bureau of Justice Assistance (BJA) is pleased to announce that it is seeking applications for funding under the Justice and Mental Health Collaboration Training and Technical Assistance Program. This program furthers the Department’s mission by increasing public safety through innovative cross-system collaboration for individuals with mental illness who come into contact with the criminal or juvenile justice systems.
Applicants are limited to for-profit (commercial) organizations, nonprofit organizations, faith-based and community organizations, and institutions of higher learning (including tribal institutions of higher education). For-profit organizations must agree to forgo any profit or management fee.
